In 1964 Fred was District Commissioner Madang in the Papua New Guinea administration when the small plane in which he was flying crashed, fatally injuring the pilot and leaving Fred a paraplegic with third degree burns to both legs, continuing neuropathic pain and rotator cuff problems, and confined to a wheelchair.
Following a long period in hospital, recuperation and correspondence study, he spent a year living at Robb College, University of New England while completing a Masters Degree.
Fred then became a Course Director and lecturer at the Australian School of Pacific Administration. After retirement he worked as a consultant but spent more and more time on honorary work in the spinal and after care areas.
After getting details of how the spinally injured in England had managed to win a mobility allowance, Fred became heavily involved in lobbying for a similar allowance in Australia. This included visits to Canberra, interviews with the Prime Minister, senators and backbenchers.
Fred was also very active in working for the introduction of the Taxi Subsidy Scheme in NSW, Personal Aids for Disabled People, access and so on. Now, while retaining his interest in rehabilitation, he is more concerned with finding a cure for spinal problems.
